When i do a network search on my phone and i see "AT&T Wireless"
"Cingular" and "T-Mobile" there are also number ranges beside the names:

AT&T 310-380
Cingular 310-410
TMobile 310-260

What do these numbers represent? I'm guessing specific channel ranges
or amount of spectrum?

Neither- it's just that carrier's numeric ID. IIRC, the 310 means USA- each
country using GSM gets a three-digit ID, followed by the carrier's 3-digit
ID.

MCC/MNC -- mobile country code and mobile network code.
